Run by Connecticut's Office of the State Comptroller, Open Connecticut is a web portal that centralizes state financial information and provides access to data on the state's budget, pension liabilities, payroll, and other expenses. The site also includes access to:

  • OpenBudget, which is updated after the close of each monthly accounting period and displays the state’s expenditures and revenues while allowing users to compare how state spending matches up against what was budgeted.
  • OpenCheckbook, which, updated nightly to reflect current spending activities, allows users to view who received payments from the State for goods or services and how much they received. OpenCheckbook also allows users to explore data by "searching for specific payee names or by browsing by Government Function," as well as "drill down from aggregated spending accounts all the way down to each individual payment to a payee."
  • OpenPayroll, which is updated biweekly and includes "payroll information for state employees, including weekly pay rates, annual salary rates overtime and other forms of pay." OpenPayroll also includes fringe costs for each employee, such as "health care, retirement benefits, and other benefit costs paid by the State on behalf of employees, as well as catch-up payments to pay down unfunded liabilities."
