Allocated Lapses and Municipal Aid Holdbacks for FY 2018 (Office of Policy and Management)

On Friday, November 17, 2017, Governor Dannel Malloy announced budgetary “holdbacks” — or cuts — that the General Assembly mandated the governor achieve in fiscal year 2018 as part of the new biennial state budget. 

Most of the more than $880 million in unspecified reductions mandated by the General Assembly came from labor savings achieved through the agreement reached with the State Employee Bargaining Agent Coalition (SEBAC) over the summer.

However, the governor was still required to issue approximately $180 million in holdbacks for fiscal year 2018. Included in these holdbacks announced were statewide hiring reductions, unallocated lapses, delayed starts to state programs, additional municipal contributions to the Renters’ Rebate program, as well as cuts to Education Cost Sharing (ECS) grants, magnet school grants, the Excess Cost grant, and the Connecticut Technical High School System.
