Navigating Connecticut's state budget is no easy task. At nearly 600 pages long with hundreds of line items and numerous complex statutory changes, the state budget is far from a light read and can easily become overwhelming and confusing. This interactive Budget Analysis Tool was created to combat that feeling.

The Budget Analysis Tool allows users to explore Connecticut's biennial state budget for fiscal years 2020 and 2021, which was signed into law on June 26, 2019 by Governor Ned Lamont and took effect July 1, 2019. Specifically, the Budget Analysis Tool allows users to examine how the state's revenues and expenditures have changed over the years and find information about agency spending, specific line items, and different revenue streams. The Tool also highlights fixed costs in the state budget and provides a look into aid provided to each Connecticut city and town.

To navigate the Budget Analysis Tool, use the main menu buttons below as well as the buttons located within each specific section. General Fund: This section breaks down the revenues, expenditures, and fixed costs in Connecticut's General Fund, which is by far the largest part of the state budget and finances the bulk of state government operations.

Special Transportation Fund: This section analyzes the revenues, expenditures, and fixed costs contained in Connecticut's Special Transportation Fund, which is used to maintain and improve the state's transportation infrastructure, including roads, bridges, highways, and rail services.

Town Aid: The State of Connecticut provides grants to municipalities to help them run their operations, including funding for education, road maintenance, and municipal projects. This section highlights all of the state grants in the budget identified by the Office of Policy and Management as being "town aid," and shows the amount of aid towns receive.

Glossary: The Budget Analysis Tool contains terminology that may be unclear to users not familiar with the state budget. This section contains definitions for many terms used frequently throughout the Tool.
